IVODGA Report - Expo 2010 Shanghai ChinaIVODGA members and representatives from the Ministry of Transport China, and the US Department of Transportation are working together to keep the dangerous goods transportation industry informed of cargo restrictions and other relevant information involving the World Expo. The 2010 World Expo in Shanghai China, will take place place from May 1 - October 31, 2010. The UK P&I Club has provided some information on the management of marine traffic safety in the port of Shanghai during Expo 2010, covering the period from April 1 to November 1. Specific restrictions on entry to Huangpu River are in place for certain oil, chemical and LNG tankers. More detail is available on the Club's website. The port of Yangshan will still be able to handle hazardous materials shipments, and other Shanghai ports will continue to implement restrictions as noted in the advisory.
From the Shanghai Maritime Safety Administration regarding the Shanghai World Expo 2010 restrictions: Main updates can be understood as follows: 1. The duration of DG cargo prohibition and restriction will be from Apr.1st 2010 till Nov.30th 2010, which's extended compared with the original version. 2. The area of DG cargo prohibition will include YangShan Terminal as well for below items: A. Infectious substances, prohibited from Export, Import and in-transit. B. Radioactive material, prohibited from Export, transshipment and in-transit. C. Explosives, prohibited from In-transit. 3. Return cargo of fireworks will be prohibited during above mentioned period of time for both Yangshan Terminal and Wai Gao Qiao Terminal. 4. The above regulation item 2 & 3 also apply to the area of Huangpu River Reaches. And in addition, below items should also be followed for Huangpu River Reaches: A. Vessel carrying explosives is not allowed to enter or sail from this area. B. Vessel carrying Radioactive material is not allowed to enter this area.
