Department of Transportation Compliance Manager

This position is responsible to proactively identify, mitigate and monitor DOT compliance risks to assist Buyers, Suppliers and Logistics Operations in providing safe transport of products while minimizing injuries and regulatory fines.  Over 120 distribution facilities covering nationwide delivery network.  Additional responsibilities for the position include project management, development of systems, procedures and training to ensure compliance with DOT regulations relating to Hazardous Materials.  Proactive regulatory outreach and working on industry solution through trade groups is within the scope of the job duties.

Minimum Qualifications:

  1. Bachelors Degree or equivalent experience
  2. Minimum of 5 years experience in DOT compliance
  3. Current DOT training (certified as meeting US DOT requirements per 49 CFR 172.704)
  4. Ability to interpret and apply DOT regulations to facilities and operations
  5. Ability to coordinate projects with multiple divisions and travel overnight. 

Job Responsibilities

  •  Project Management – manage multi-divisional groups on identify gaps and developing solution to assist field locations in making it easier to comply with regulations.  Lead special projects teams such as the development of the solutions for DOT hazmat compliance related to Logistics.  
  • Proactive compliance with state and federal outreach related to DOT Hazardous Material regulations. 
  • Logistics Resource and Support - Directs facility in the proper storage and shipment of hazardous materials.  Answers questions and addresses issues from field locations (Distribution Centers) related to Hazardous Materials including chemical compatibility, packaging, labeling and shipping of hazardous materials.                                                                                        
  • Emergency Resource – On call 24 hours a day to answer DOT questions in the event of an emergency situation.
  • Functions as the company subject matter expert relating to hazardous material shipping functions and training. Training developed internally to meet the job specific training requirements for Logistics and specialty operations including dot com.
  • Prepare an annual budget Stay within the monthly budget for the Hazardous Material Team and research variances.

Basic Functions:

The primary responsibilities for Director of Regulatory and Technical Services are to provide technical support to NPGA’s Regulatory Advocacy and Codes and Standards program areas. In this capacity, the Director supports NPGA’s Governmental Affairs Committee and its Technology, Standards and Safety Committee.

The estimated allocation of time for each of the Director’s responsibilities is approximately 60% for Regulatory Advocacy and 40% for Codes and Standards.

Duties & Responsibilities:

Regulatory Advocacy

  • Develop a working knowledge of federal hazardous materials, environmental and energy regulations as they pertain to propane. This includes becoming familiar with regulations published under the Departments of Transportation, Homeland Security, and Energy as well as Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA), among others.
  • Monitor activities of federal and/or state regulatory agencies and analyze actions, particularly from a technical viewpoint, for potential impacts on the propane industry.
  • Coordinate NPGA response to agency actions through input from relevant standing committees and other external industry organizations or groups, as required.
  • Identify initiatives that would further the regulatory advocacy goals as specified in NPGA Strategic Plan.
  • Advocate association positions before various regulatory agencies.
  • Respond to member inquiries on regulatory matters.
  • Seek to establish positive and diplomatic relationships with agency officials

Codes and Standards

  • Serve as secondary staff liaison to Senior Technical Advisor in support of Technology, Standards and Safety (TS&S) Committee.
  • Assist the Program Manager and/or the Senior Technical Advisor in development of TS&S meeting agendas and materials.
  • Generate consensus among NPGA members on codes and standards issues and generate proposals for changes to existing codes and standards during revision cycles.
  • Advocate NPGA positions and make presentations to various codes and standards organizations and other entities, as required.
  • Coordinate participation in codes and standards groups such as NFPA, CSA, CGA, etc. with Vice President, Regulatory and Technical Services
  • Provide a knowledge resource for members and consumers on relevant codes and standards and provide insight and/or informal interpretations on applicable codes and standards.
  • Represent NPGA as liaison on PERC Agricultural Advisory Committee (AAC).

Qualifications 

Interested candidates will possess the following:

  • Bachelor’s degree in engineering.
