This position serves as a Compliance Investigator in one of the six regional offices within the Office of Hazardous Materials Safety (OHMS), Pipeline and Hazards Materials Safety Administration (PHMSA), Department of Transportation (DOT). The investigator is responsible for enforcing all requirements described in the Federal Hazardous Materials Regulations (HMR).
The investigator is responsible for planning, coordinating, and conducting field surveillance and investigations of packaging manufacturers, requalifiers, repairers, rebuilders, special permit and approval holders, shippers, and reconditioners in the region to enhance public safety in the transportation of hazardous materials by air, rail, highway and water. The investigator is also responsible for assisting the Region Chief in training new inspectors to become proficient in conducting the various investigation performed by OHME. The Investigator will participate in PHMSA outreach activities for Federal, state, and local government agencies, and regulated industry.
This position is perfect for a Mid-Career Investigator/Enforcement Professional who is seeking a challenging assignment as a Compliance Investigator with in the Office of Hazardous Materials Enforcement's regional offices. A sample of the duties includes performing research, analytical, administrative, inspection, investigative, and enforcement duties related to the hazardous materials enforcement program. The Investigator will provide advice, both oral and written on inquiries from the general public, manufacturers, shippers, carriers, trade associations, inspection bureaus, professional and scientific societies, and other government departments and agencies regarding compliance with the Hazardous Materials Regulations.

At full performance, the Compliance Investigator,

Performs field investigations, conducts in-depth incident and accident investigation, and prepares enforcement reports relating to packaging manufacturers, rebuilders, requalifers, sellers, special permit and approval holders, shippers, and shipments subject to the HMR in 49 Code of Federal Regulations.

Provides assistance to state enforcement agencies. Assistance may include training in conducting terminal or shipper investigations, information dissemination, hosting of personnel from state agencies, and general liaison with other offices.

With concurrent responsibility encompassing Container Inspection Section Leader, Pollution Investigator, and Facility Safety / Security Inspector, hold full accountability for ensuring the security and seamless functioning of key operational facilities through the identification and management of hazardous materials. Train, motivate, and oversee cross-functional team of 20+ internal and federal agency staff in conducting timely and precise hazmat transportation activities; supervise 9 direct reports in performing 40-60 inspections per week of intermodal containers carrying hazardous materials subject to 49CFR and IMDG codes.
