Recommendations on
the Transport of Dangerous Goods: Test and Criteria
The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it also supplements national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS.
The classification procedures, test methods and criteria contained in the Manual of Tests and Criteria are divided into three parts, as follows:

for Cargo Stowage and Securing, 2003 Edition
The Code of Safe Practice for Cargo Stowage and Securing was adopted by the Assembly of IMO at its seventeenth regular session (November 1991) by resolution A.714(17). The Assembly recommended that Governments implement the Code at the earliest possible opportunity and requested the MSC to keep it under review and amend it as necessary. This has been done.
The first major changes to the Code were the amendments to MSC/Circ.664, adopted in December 1994, and MSC/Circ.691, adopted in May 1995, which were published as the 1994/1995 Amendments to the Code of Safe Practice for Cargo Stowage and Securing, introducing annex 13, which has been incorporated into this consolidated edition.
The present edition also includes amendments to annex 12, on safe stowage and securing of unit loads, issued as MSC/Circ.740 in June 1996, and amendments adopted by the MSC in May 2002, issued as MSC/Circ.1026, which saw significant changes in the contents of annex 13. Circular 1026 also includes an extension on the scope of application recommending all lashing assemblies to be fixed to strong or fixed points, a new table on friction coefficients and new texts on an advanced calculation method and an alternative method on balance of forces.
The book contains, as appendices, various texts which have been issued by the Organization and are considered relevant to cargo stowage and securing.

Of all the international
conventions dealing with maritime safety, the most important is the
International Convention for the Safety of Life at Sea, 1974, as
amended, better known as SOLAS , which covers a wide range of measures
designed to improve the safety of shipping.
The Convention is also one of the oldest of its kind: the first version
was adopted in 1914 following the sinking of the Titanic with the loss
of more than 1,500 lives. Since then there have been four more versions
of SOLAS. The present version was adopted in 1974 and entered into force
in 1980.
In order to provide an easy reference to all SOLAS requirements
applicable from 1 July 2009, this edition presents a consolidated text
of the SOLAS Convention, its Protocols of 1978 and 1988 and all
amendments in effect from that date.
The fully updated 2009 edition features a number of new SOLAS
regulations, adopted after the last consolidated edition of the
Convention was published. Of these, particular attention is drawn to
regulation V/19-1 on long-range identification and tracking of ships (LRIT),
regulation II-1/3-8 on mooring and towing equipment and regulation
II-1/35-1 on bilge pumping arrangements. The SOLAS provisions for
corrosion protection have been updated and expanded and the new
requirements are incorporated in chapter II-1. Furthermore, chapter II-
1 was comprehensively revised to include probabilistic requirements for
subdivision and damage stability and now also has a new Part F
concerning alternative designs and arrangements. The annex to the
Convention regarding the SOLAS forms of certificates contains the fully
revised safety certificates for nuclear passenger and cargo ships and
the list of certificates and documents required to be carried on board
ships, as revised, is also added.
The SOLAS Consolidated Edition 2009 is an essential reference for
maritime administrations, ship manufacturers, owners and operators,
shipping companies, education institutes and all others concerned with
requirements of the International Convention for the Safety of Life at
Sea.

International Ship & Port Facility Security (ISPS) Code, 2003
The International Ship and Port Facility Security Code (ISPS Code) was adopted by a Conference of Contracting Governments to the International Convention for the Safety of Life at Sea, 1974, convened in London from 9 to 13 December 2002.
The Code aims, among other things, to establish an international framework for co-operation between Contracting Governments, Government agencies, local administrations and the shipping and port industries to detect security threats and take preventive measures against security incidents affecting ships or port facilities used in international trade and to establish relevant roles and responsibilities at the national and international level. These objectives are to be achieved by the designation of appropriate personnel on each ship, in each port facility and in each ship owning company to make assessments and to put into effect the security plans that will be approved for each ship and port facility.
The Conference also adopted several related resolutions and amendments to chapters V and XI (now divided into chapters XI-1 and XI-2) of the 1974 SOLAS Convention, as amended. Under the new chapter XI-2, which provides the umbrella regulations, the ISPS Code will become mandatory on 1 July 2004.
The Code is divided into two parts. Part A presents mandatory requirements, part B recommendatory guidance regarding the provisions of chapter XI-2 of the Convention and part A of the Code.
This publication includes the ISPS Code, relevant amendments to the SOLAS Convention and other resolutions of the Conference relating to work that must be completed before the Code can be implemented in 2004, revision of the Code, technical co-operation and co-operative work with the International Labour Organization and the World Customs Organization.
The Globally Harmonized System
of Classification and Labelling of Chemicals (GHS) focuses on the
classification of chemicals by the types of hazards that they present.
It also proposes standard hazard communication elements such as labels
and safety data sheets. This publication aims at ensuring that
information on physical hazards and acute toxicity from chemicals is
made available, in order to enhance the protection of human health and
the environment during the handling, transport, and use, of these
chemicals. The GHS also provides a basis for harmonization of rules and
regulations on chemicals at national, regional and world-wide level, an
important factor for trade facilitation. This publication is extremely
useful for national and regional governments as well as for those in
industries that will ultimately implement the requirements that have
been adopted. The Third Edition GHS, published in July 2009, takes into account all these
amendments which concern, inter alia:
